Blue Plumbago has flowers that are true blue and bloom from July 15 through frost. During early fall. Early in the season foliage is dark green. During early fall the leaves turn red as a brick at the same time pushing its blue flowers. This is the only plant I can think of that has this flower and foliage combination. Blue Plumbago is late coming out of dormancy. It is common not to see it until June 1. Useful as a groundcover when mass planted.
